Ralph Raico was a specialist in European classical liberalism and Austrian Economics. He learned economics under Ludwig von Mises, Murray Rothbard, and Friedrich Hayek, and was professor emeritus of history at Buffalo State College. Raico was also the founder of the New Individualist Review. In this 1983 lecture, Raico teaches a Cato Summer Seminar group the history of World War I, the Great Depression, and World War II. He offers an in-depth look at the conditions which led to both wars and the ways in which governments throughout the 20th century have used war powers to justify and fuel their expansion.
